Program: CASE Pathways to Employment (YES-funded)

Location: Mauricie (Hybrid; based in Trois-Rivières, some regional travel required)

Contract: Full-time (35 hours/week), February 2026 to March 31, 2027 (with possibility of renewal subject to funding)

Salary: $35.00 per hour

Position Overview


CASE is hiring an Employment Counsellor to provide individualized, English-language employment services to job seekers facing linguistic and systemic barriers in the Mauricie region.

The role combines three core functions:

  • Individualized case management and intervention

  • Employment coaching and skills development

  • Labour market integration and service navigation

Reporting to the Program Manager, the counsellor offers one-on-one counselling, employability workshops, and guidance to help clients navigate Québec’s primarily French-language employment services network and labour market. As part of a small team, services are delivered in-person and virtually across both urban and rural communities.

Key Responsibilities

Provide Individual Employment Counselling & Case Management

  • Conduct intake interviews and employability assessments

  • Develop personalized employment action plans

  • Provide ongoing one-on-one counselling and follow-up

  • Identify employment barriers and support solutions

  • Document services, progress, and outcomes in program tracking tools

  • Support clients through multiple sessions over several months

Deliver Employment Coaching & Skill Development

  • Provide coaching on résumé writing, cover letters, and job search strategies

  • Deliver interview preparation and mock interviews

  • Teach workplace communication and professional expectations

  • Design and facilitate small-group workshops (8–12 participants)

  • Support confidence-building and job readiness development

Support Integration, Navigation & Referrals

  • Help clients understand and access Services Québec and other employment programs

  • Explain eligibility, procedures, and expectations of partner services

  • Provide accompaniment or interpretation support when appropriate

  • Coordinate referrals to CJEs, training providers, and community organizations

  • Maintain communication with partners to support continuity of service

  • Provide follow-up support after employment to encourage retention

Participate in Outreach & Collaboration

  • Collaborate with partner organizations and employers

  • Support networking activities and program visibility

  • Contribute to development of bilingual employment tools and resources

Ensure Program Accountability

  • Maintain accurate case notes and service records

  • Track participant progress and outcomes

  • Participate in team meetings and professional development opportunities

  • Contribute to program evaluation and reporting requirements

Qualifications

  • Post-secondary education in career development, counselling, social work, or related field

  • Minimum two (2) years of experience in employment counselling or case management (structured one-on-one client accompaniment, employability assessments, individualized action plans)

  • Knowledge of the Québec labour market and job search practices

  • Understanding of Québec employability intervention approaches (e.g., SEMO-type structured accompaniment, individualized integration pathways, retention support)

  • Fluency in English required; functional spoken French required for navigation and partner communication

  • Strong written English required (ability to help clients prepare professional documents)

  • Strong communication and organizational skills

  • Ability to work both independently and as part of a coordinated service team

  • Valid driver’s licence and regional travel availability

Assets

  • Experience working with official language minority communities

  • Experience in community or government-funded employability programs

  • Knowledge of Québec employment and training services

  • Experience coordinating referrals and collaborating with external service providers

  • Familiarity with case-management or client-tracking databases

  • Experience with vulnerable or diverse populations

  • Knowledge of regional employment ecosystem in Mauricie–Centre-du-Québec

Working Conditions

  • Hybrid work (office, community locations, and virtual delivery)

  • Travel throughout Mauricie required

  • Flexible scheduling including occasional evening activities

  • Collaborative team environment with professional autonomy
