Position overview
CASE is seeking a Program Manager to lead the implementation and coordination of its Pathways to Employment project, funded through Youth Employment Services (YES). This role is responsible for overall program development, coordination, partnership development, data collection and reporting, and operational oversight of English-language employment services delivered across the Mauricie and Centre-du-Québec regions.

The Program Manager works closely with two Employment Counsellors and reports to the Executive Director. The Program Manager provides both strategic oversight and hands-on coordination of program activities, partnerships, reporting, and service delivery systems. The role is central to ensuring funder compliance, strong regional collaboration, and meaningful employment outcomes for English-speaking youth.

Key responsibilities

Program coordination and oversight

  • Coordinate the day-to-day implementation of the Pathways to Employment project across multiple service points

  • Ensure activities align with approved objectives, timelines, budgets, workflow coordination and service prioritization and performance indicators

  • Monitor service delivery volumes and outcomes, identify risks or gaps, and implement corrective actions as needed

  • Contribute to internal planning, documentation, and continuous improvement processes

Partnerships and outreach

  • Develop and strengthen partnerships with Services Québec, Carrefours jeunesse-emploi, Le Pont, Stratégie Carrière, and other regional stakeholders including but not limited to community organizations, employers, and training providers

  • Represent CASE at regional employment tables, committees, and inter-agency meetings

  • Coordinate referrals, joint initiatives, and shared service pathways to improve access for English-speaking clients

  • Support employer engagement activities, including the planning and delivery of one annual bilingual networking event

Data collection, reporting, and evaluation

  • Oversee standardized data collection using YES templates (demographics, services, outcomes)

  • Review client feedback and service data quarterly to support continuous improvement

  • Prepare and submit quarterly activity and performance reports in collaboration with finance staff

  • Support audit, monitoring, and Community of Practice participation requirements

Resource development and capacity building

  • Coordinate the translation and plain-language adaptation of approximately 50–100 employment-related tools over the duration of the contract

  • Support the co-development of bilingual resources in collaboration with partner organizations

  • Contribute to internal staff training, onboarding, and knowledge-sharing related to employment services and Official Language Minority Community (OLMC) needs

Qualifications and experience

  • Post-secondary education in social sciences, employment services, community development, business administration, human resource management or a related field

  • Minimum 3–5 years of experience in program coordination, employment services, or community-based project management

  • Demonstrated experience working with funder-driven programs, reporting requirements, and performance indicators

  • Strong understanding of employment and training systems in Québec

  • In-depth knowledge of the Mauricie–Centre-du-Québec (MCQ) region and the local English-speaking community

  • Minimum two years of experience in supervision, coordination, and human resource management

  • Strong interpersonal and communication skills for engaging with community members, organizational partners, and service providers

  • Proven ability to manage multiple priorities, meet deliverables and deadlines, and work independently with initiative

  • Strong problem-solving and analytical skills

  • Fluency in spoken French and English, with excellent written English and strong French writing skills, including the ability to translate materials from French to English

  • Valid driver’s licence and ability to travel within the region

 

Assets

  • Experience working with Official Language Minority Communities

  • Familiarity with Youth Employment Services, EF-OLMC, or similar federally funded programs

  • Experience supervising or coordinating frontline service staff

  • Experience working in partnership-based or multi-stakeholder environments

 

Working Conditions:

  • Hybrid Work Arrangement: Some remote work is available (home office setup with high-speed internet required), with minimum 2 days per week in the office

  • Regional travel within the MCQ territory is required

  • Flexible work hours, including occasional evening and weekend meetings or events
